Belfast City Council emphasizes that maintaining the safety and security of buildings remains the duty of individual property owners. However, the council holds the authority to act upon reports of safety risks.
In July 2025, council officers investigated concerns about certain apartments in Victoria Square. Upon further examination and new findings, the council requested and obtained consent from the Department for Infrastructure to temporarily close Montgomery Street.
This precautionary step followed structural assessments by Building Control surveyors and recommendations from an independent chartered engineer, who identified potential issues with several columns inside the apartments, including one located near Montgomery Street.
“The temporary closure was – and remains – a precautionary measure taken in the interest of public safety while our investigations continue.”
The council confirmed there was no evidence suggesting the need to close Chichester Street or nearby areas. Updates were communicated to affected businesses, such as those based in Erskine House. Officials clarified that decisions about additional safety measures fall under the responsibility of property owners.
Information on the closure was shared with the media, and the council reiterated its precautionary purpose in subsequent communications.
