A project to build 180 apartments for renters below the area median income has been approved by the city council, despite pushback from city planners.
The apartments, called Refuge, will be built on 10 acres at 5015 Snead Road in South Richmond's Piney Knolls area by Norfolk-based developer The Lawson Cos.
The project was described as "antithetical to the spirit and intent of the Richmond 300 plan" by city planners in a staff report.
